cloture (/ˈklōCHər/)

Cloture is a formal parliamentary procedure used by a legislative body to immediately end a debate and force a vote on a pending proposal, even if some members wish to continue speaking. It is most famously used in the U.S. Senate to overcome a filibuster.

The idiom "spin your wheels" (or "spin one's wheels") means to expend a lot of effort without making any real progress or achieving anything productive. The phrase comes from the imagery of a car getting stuck in mud, snow, or sand. When the driver presses the gas, the tires spin furiously, but the vehicle doesn't move forward an inch.
